In May 2016, eight ministries and commissions jointly issued the "Guiding Opinions on Promoting Electric Energy Substitution" document, which clearly put forward the fields and goals of electric energy substitution; In November, the goal of electric energy replacement was first written into the five-year plan of China's electric power development. By the end of October, the national and local governments had issued more than 1,000 power substitution support policies in terms of planning, subsidies, electricity prices and environmental protection. During the "13th Five-Year Plan" period, the electric energy alternative development environment is good, and it is expected to achieve the leap from pilot demonstration to wide application.

According to relevant estimates, comprehensive consideration of energy conservation and environmental protection benefits, financial support capacity, power market trading and other factors, it is expected that in 2020, the national grid region can achieve 500 billion KWH of electricity replacement, the southern grid region can achieve 100 billion KWH, and the country is expected to achieve 600 billion KWH.
